The paper claims to be in possession of a confidential report prepared by the French Foreign Ministry,

which says that authorities in Kosovo should announce the intention to declare independence in mid-January and effect it in February.

Independence would initially be recognized by some small EU countries, while support from more powerful EU states will follow months later.
 
The paper also says that the Contact Group Balkan directors have already agreed that UNSCR 1244 will serve as the basis for the new EU mandate in Kosovo. According to the report, the resolution would be necessary to allow some States to deploy police forces.

KFOR and police will prevent the partition of the north? (Koha Ditore)

Citing a report broadcast on KIM Radio, Koha Ditore reports that frequent appearances of the Albanian National Army in northern Kosovo will be used to deploy additional KFOR and police troops under the pretext of protecting the Serb population, but in the event of a unilateral declaration of Kosovo’s independence these forces would prevent the partition of northern Kosovo.

An unnamed diplomatic source told KIM Radio that if Pristina declares independence, northern Mitrovica would do the same, and this would increase the risk of an outbreak of violence. “This is a very sensitive moment, the international community is trying to maintain stability and will prevent the creation of new borders, which will bring new conflicts in the Balkans,” added the source.

Very important meeting between EU and UN in New York (Zëri)

On its front-page, Zëri quotes Western diplomatic sources as saying that the highest international authorities have intensified preparations for developments after December 10, when the Troika will submit its report to UN Secretary-General Ban Ki-moon.

The paper also reports that a meeting will be held between representatives of the European Union and the United Nations in New York on Thursday (November 15), which will focus on scenarios after December 10. The EU will be represented in the meeting by Javier Solana’s deputy Stephan Lehne, Peter Feith, nominated for the post of International Civilian Representative and Yves de Kermabon nominated for the post of European Security and Defence Policy chief.

Frankly, I'm expecting that independence will be announced after the end of the latest (and final) round of "negociations", though I suppose time will tell....
