Who will recognize Kosovo next?
Kosovo has a unique political and social background. On 17 February 2008, Republic of Kosovo declared its formal independence.

Fundamentally, based on the sui generis principle, Republic of Kosovo has already been recognized by 37 countries including most of the world's largest democracies and economies as the key solution to permanent stability and prosperity in the entire continent of Europe. The latest UN Secretary General report on Kosovo acknowledges one important thing: "Kosovo has declared independence."
 
This week, the democratic constitution as the legal guarantor of sovereignty of Kosovo’s statehood was approved by the Kosovo parliament, in close cooperation with the EU, US, Canada, Japan and others, to meet the highest international standards. In his regular quarterly review on Kosovo, the UN Secretary General, Ban Ki-Moon appraises Kosovo's leadership and its citizens for patience and vigilant behavior during the independence process and chastises Kosovo Serb violent riots which resulted with the death of one Ukrainian UN personnel. He then went on to officially retire Kosovo's status mediators, President Marti Ahtisaari and his deputy, Albert Rohan.

Closer to home, Serbia's major economic trade partners and neighbors have already recognized the independence Kosovo. Serbia is rather convinced that the process of recognition is a runaway train as it seems to be admitted even by Serbia's Foreign Minister, Vuk Jeremic during his heated debate in Athens this week, where in response to Albania's foreign minister statement that Kosovo has now passed the point of no return and that his attempts were futile, Jeremic argued that Serbia would back Kosovo into a corner economically and the rate of recognition is slower than they had feared.

To the dismay of those predicting a flurry of copycats after Kosovo, the world in the last two months has seen a series of opposite developments. Cyprus, a frozen conflict with no similarities to Kosovo, got de facto partitioned forty years ago. With the right arrangement of political forces in the south, Cypriot Greeks and Turks have never been closer to resolving their differences over the unification of the Cyprus as one sovereign administrative and political body. In Taiwan, a political party advocating closer ties to China has come to power.  And Canada and Turkey, two countries with outspoken secessionist groups have not shied away from recognizing Kosovo.

However, the current objection and hesitations by a few countries to recognize Kosovo's final status as independent and sovereign state on the sui generis principle, will inadvertently create instability inside these very countries. By not accepting the justification for Kosovo independence, these countries are putting into question the integrity of their own territories. If the threat to Kosovo's post-WWII border comes closer to reality, as Serbia has officially suggested to the UN authorities in Prishtina, the argument of questioning the sovereignty of these countries that refuse to recognize Kosovo independence will gain even more momentum. A story, none of these countries want to hear, see or deal with now or in the near future.

Romania's objections, one of the EU countries refusing to budge, are rather obscure. Romania's relationship with Serbia was always bewildering. After the fall of communism, Romania began to pursue its aspirations to join the EU and NATO which it has successfully achieved. While Romania takes its stance against Kosovo's independence for its personal reasons, at the same time Romania is threatening the unity of NATO and EU and perhaps blindly siding with Russia.  Romania, Slovakia and Spain splitting from the EU position on Kosovo is exactly what Russia had been dreaming. A quarrelsome and divisive political, military and economical body of Europe will weaken the geopolitical position of NATO and EU when dealing with Russia, and make Kosovo a convenient speed bump on NATO's and EU's march eastward. Suddenly, for Russia, Kosovo becomes another much needed chip it can use far away from its near-abroad.

We could be assumptive, but in reality, none of these countries that object or hesitate, really have any political alliance with Serbia. Even Russia's interests are for economic reasons and some political gain in the diplomatic arena. Any possible delay, hesitation or refusal will no longer secure the integrity of any country in the world, just the opposite.  Serbia has no case to present. It blocked the peaceful process at the UN and broke international laws by committing unspeakable crimes, colonizing for almost a century and then employing policies of apartheid in Kosovo. Some of the other countries on the other hand have some reason for genuine concern, but by refusing to circle the wagons around the sui generis principle to defend something that is backed by the worlds' most powerful countries, those countries consequentially acknowledge that the secessionist movements within them do have a case and that Kosovo has implications for those movements.

As a Romanian, I consider these words complete nonsense. Obviously, the authors have no idea about Romania's position and the way is is argued. Labeling it as "personal reasons" doesn't mean it is groundless. (Nota bene: one may say that Kosovo Albanians had plenty of "personal reasons" to declare independence, isn't so?)
As for threatening unity of NATO and EU - these two organizations survived Iraq invasion by US (a far bigger problem, speaking from a general point of view and without intention to minimize the importance of Kosovo case) therefore they will survive Kosovo crisis, too. Also, to accuse Romania of "siding with Russia" shows that authors have no idea about Romanian hard feelings against Russia (be it Tzarist or Soviet), which are centuries old. The authors' logic is a reverse of the old "those not with us me are against us). Childish.
Maybe Kosovo should see how Germans and other "hardcore" EU members (and great friends of Kosovo) are trying to please Russia whenever possible, just to secure their energy supplies. By the way, this was very visible just couple weeks ago, guess where? At the BUCAREST NATO Summit! I am amazed by the confidence Kosovo people seem to have in the illusion that Western Powers are supporting Pristina because they care about Kosovo Albanains and their sufferance (which is not to be denied). It is all about politics, money, oil, power! The brute force and big money are not automatically to replace justice, especially in international arena, as it used to be in 19 Century. So if USA says something, doesn't mean it is right. This also applies for Romania, Slovakia and Spain.
If we keep this mentality of "power first, international legislation second", then the first in danger will be Kosovo, not Romania or Spain. Therefore, a rhetoric question: whom do you think will be abandoned by USA and Western Europeans when, at the negotiations table, Russia will show of it's "energy muscle"? It will be Spain, Romania, Slovakia, or it will be Kosovo?
Last but not least, why nobody dedicates a consistent time and editorial space to explain what are the arguments/reasons/concerns of those EU countries reluctant to recognize Kosovo? This way of depicting, in just few lines, either Romania, Slovakia, Spain or Cyprus (and others) as "abnormal EU members" it's deeply insulting. Are they less worthy, our opinions? How Kosovo people, or Kosovo rulers/intellectuals are hoping to convince us about their righteousness, if they do not ask and do not listen? Just repeating over and over that "Romania, Slovakia, Spain are in minority in EU when is about recognizing Kosovo" will not resolve the problem...
PS:
I don't know for Spain or Slovakia, but in Romania there is a historical Albanian minority living for centuries, having a reserved seat in the Parliament, museums, NGOs, public funds etc. , they may be contacted freely and asked to explain in depth Romania's position...

The New Yugoslav Constitution in 1974 gave to Kosova the autonomy from Serbia.
“Following serious rioting by Kosovars in 1968 (and with the Soviet invasion of Czechoslovakia pushing Albania and Yugoslavia toward greater cooperation), Tito increased federal funding to Kosova. On July 5, 1990, the Serbian parliament (Illegally and Unilaterally) abolished Kosova's political autonomy and dissolved its provincial assembly and government. The only Albanian-language daily newspaper, Rilindja, was banned, as were all TV and radio broadcasts in Albanian.
The UN Resolution 1244 does not give any right to Serbia over the Kosova.

In the contrary point Nr10, and point Nr5 of the Annex Nr 2, gave to Kosova
“Substantial autonomy within the Federal Republic of Yugoslavia, and which will provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo”.
That means Recognized the Status given to Kosova by constitution of Federal Yugoslavia on 1974.

It's about time to recognize the historical right of Kosova (Dardania) to have its destiny fulfilled-That is full independence. Kosova never was a Serbian province. It was there, since the times of birth of European civilization, a very distinct Dardanian/llyrian identity. Always populated by Dardanias who, although under constant pressure of forcefully migration by Serbian shovinism, Tito's Yugoslavia & Milloshevic's Serbia, still make up 92% of the population. They speak ilirian language with the dialect GEGE. Serbs always have been a minority there. We know that Serbs appeared in Balkans (then llyria) only by the 6th Century AD, and they speak a language more similar to Ukrainian then Russian. They have always been a minority and 'the story' of Kosova being the Heartland of Serbia is just a pure Serbian nationalist fantasy. Facts Speak Louder Than Words and Serbian’s Lies Will Collapse by Themselves. Serbs always have been considered as oppressors there, not just by Albanian majority, but also by other ethnic groups too. Serbs just occupied Kosova during the rise of the Serbian nationalism early 20th century from Ottomans, who by then were loosing the Balkans after 500 years of occupation. Interesting and thoughtful argument, and the last point is a significant one. If other countries see the special circumstances of Kosovan independence as having resonance within their own frontiers they should be dealing with the substantive issues rather than objecting to the principle.

I also find it berwildering that the chorus of this song, continues to point to the evil Serbs as perpetrators and yourselves as purely innocent! Please!!!! Understand that you will too have to recognise the crimes and shame that you have committed as a people just like Serbia has had to recognise the crimes done in her name.

Maybe its time for you to change your tune or even stop singing and do something worthy that derserves some recognition rather than expecting the US and others to constantly prop you up!!!!! INDEPENDENCE!!!!!!!!???????

I respect the point when Serbs try to claim Kosovo as theirs, but before someone who doesnt know the history, should go back and see the facts that Albanians were always there, and not as Serbs claim that Kosovo was their from 14th century. Serbs talk since then, but before that who was living there? Albanians of course. Regarding the Kosovo being part of Serbia in the ex-Yugoslavian state, well you are wrong again. See Noel Malcolm, a world known historan. Kosovo was part of Yugoslavian Confederation and had the same right as any other Republic in the Confederation. Why Kosovo was left an autonomous province and not a Republic? Well if you look the congress of Berlin and the Conference of Ambasadors in London 1912-1913 everything is in there. Albanian borders were ripped apart. So I know Serbs are upset, but thats due to the propaganda of Serbian politics. Why the majority of Europe accepted Kosovo's Independence? You think they didnt know this?!

In Kosova, as we've all seen the prime minister adressed the crowed both in ALBANIAN and SERBIAN. THAT HAS NEVER EVER HAPPENED IN SERBIA. It just goes to show that Kosova is following Ahtissaris Plan in making a WAYYbetter community for its people compared to Serbia.

That statement requires a small alteration, in fact, it should be "they would rather [kill] than have Kosova belong to some albanians!"...

My friend, Kosova is Kosova, and that is that. The sooner you realize, the sooner, Serbia is Serbia, by that I mean they actually realize their potential rather than fall back into the plague that is ultra-nationalism.

Remember NATO went after Serbian military targets and not innocent Albanian civilians, it was the Serbian army and paramilitary's job to go after innocent Albanian civilians! Just to give you a better idea, the number is more like 10,000-12,000 Albanians losing their lives with 1,500 or more missing after the war.

Yep I do agree with Anastasia.
The article it spot on. Kosova no longer is part of Serbia, and in a very short period of time, Kosova will be in the EU that's before Serbia.

The Kosovars are moving forward, they are not stuck in the past as serbs are. Kosova has a bright future. Just wait until the investments start.

Kudos to you on the article. All the Countries will eventually recognize Kosova as a soverign country. Its just a matter of time. Serbia will not be able to do anything about this, especially now that their alliance will be with Russina and the SRS back to their government. This showes them to only take backward steps and that is in our advantage. They will weaken themselves more while we will only get ahead.

I suggest you read some works of Scott Taylor, and everone else hwo thinks Kosovo should be independet. He was acctually one western reporter in Kosovo during the bombardment and the war raignig between Albanian separtists and Serbs. Look it in this way insteed: 180.000 Kurds were killed in a genocide by Saddam Hussein. Is that not a argument for why Kurds cannot possbly be a part of Iraq? How many Albanians lost their lives? Not 100.000! And only 75 Albanians lost their lives before Nato started the air-campaign against Serbia!

So the albanians where not willing to compromise either, both sides didn't even want to consider any proposal fully knowing that the US would back them, that and the fact that kosovo has no economic perspective at all, kosovo would have been better off sticking to Serbia to get them in the EU as fast as possible.

Serbia can join the EU within 2 years, independent Kosovo will take at least 30 to 50 years to get ready for the EU.

Don't be fooled by the fact that kosovo is implementing EU rules as law, that does not qualify for enterance, the EU also has to gain from Kosovo joing the EU, and for that requirement to be fullfilled it (if even possible) will take an very very long time.

While I can appreciate the Kosovar point of view, and I do acknowledge all the tragedy the Kosovars suffered under Yugoslavia and Serbia, I am afraid that Kosovo is no special case at all. Kosovo independence is an accident of history, as the Kosovo Albanians, one day, found themselves on the right side of history (that is, the American side), nearly for instance. There's really nothing more to say: just consider yourselves extremely lucky if you compare your situation with the Kurds', the Abkhazians', the Ossetians' and, needless to say, the Tibetans'. And please try not get too cocky on the Serbs: technically speaking, they are still legally right on claiming Kosovo as theirs, as UN-approved resolutions never envisaged Kosovo independence as an option.
