Therefore, two months after the declaration of independence, and taking
advantage of the forming of a new government, Spain should recognize
Kosovo.
In retrospect, it is understandable that the outcome of independence was not as Spain and many other states rightly preferred with an agreement between the parties, as part of a great European and international consensus, but a unilateral declaration instead. But the fact is that today there is a new reality, as undeniable and as irreversible, whose recognition would have to arrive at some point. Kosovo is currently a state protected by the European Union under the Ahtisaari Plan, a plan sponsored by the United Nations, which Spain has supported and should continue to support because it constitutes the best guarantee for the developing of a viable, democratic and respectful state providing the rights of individuals and minorities. This step would not jeopardize the validity of decisions taken at the time by the previous government, nor should involve the acquisition of any commitment regarding future situations. Hence, the Spanish Government would continue, as it did before, to maintain that the independence for Kosovo is a unique case in the way that it cannot be used as precedent, neither for international nor domestic purposes. One would not treat, then, the recognition of unilateral independence of Kosovo as an open door for any legal debate that leads us to an impasse; instead, we must firmly adapt to the fact that state that Kosovo is independent, and show respect for Serbia. The recognition would help the new state consolidate. Foreign investment will not come if there is no full guarantee of stability and irreversibility. The Kosovar democratic institutions will not be able to progress, neither will the people have any economic incentive to contribute in the construction of a viable state. Therefore, without a firm and resolute support of the EU and the international community, the Kosovars, whether Serbs or Albanians will lose their hope of a better future. At the same time, a decision in this regard would send an important message to the Serbian nationalists, and those who encourage them from Russia, demonstrating that the EU is not an actor paralyzed by its divisions. Today, the lack of recognition sends a wrong message to the Serbian authorities, making them believe that independence is reversible or, alternatively, that the EU is going to tolerate Belgrade to annex the region north of the Iber River, where 40% of the Serbian minority is concentrated. To date, the EU has avoided deployment in the northern area, to avoid incidents that could further radicalize the spirits in the eve of the crucial elections on May 11 in Serbia. But very soon the EU mission (EULEX) will have to deploy in that area and legally enforce institutions and policies under the Ahtisaari Plan, which provides a powerful roadmap for a democratic and multiethnic Kosovo. Taking this position, the Spanish Government would join the majority of its closest allies, which have already recognized Kosovo: namely, more than two thirds of EU members, including the biggest defenders of international law such as Holland or Scandinavian countries, three forth of NATO members or OECD, and 20 of the 25 best performing countries in the Democracy Index created by The Economist, including those who for domestic reasons, are similarly sensitive to this issues such as Canada, Belgium or the United Kingdom. Thus, such a decision would also ease things for two key neighbors, Macedonia and Montenegro, and could reinforce the position of Spain and its influence in the EU by taking a stand with regard to the Balkans as showing Spanish foreign policy is capable of dealing with this complexity, while opening a path to recognition by other states which are still reticent, especially in Latin America and the Arab world. Conclusively, recognition will also help to strengthen the position of Spain and its leadership within the EU, allowing to highlight its commitment in the Balkans, enormous in human and economic terms and quite extensive in time, showing that even if situations like Kosovo generate internal difficulties, the Spanish foreign policy is capable of handling complex situation. In doing so, the Government will not only contribute significantly to stability in the region, but help restore our country’s position in the heart of European leadership at a crucial moment. For me recognition of independence is just a nice political statement. It costs nothing and it sounds good. But the real sign of recognition and acceptance of Kosovar people would be the abolishing of visa systems! This I dont see happening in Kosovo. Not even in Serbia. Though as things develop now in Serbia they might have a chance to get on the white list in 2009. But what about Kosova? I am sure that most or even all EU countries will recognize it as free and independent state but at the same time introduce very strict visa systems. I dont think it is fair. I think it is a manipulation. Croats can travel to most EU countries without visas. what is the difference between Croats and Kosovars? Didn't they have similar problems in the past? Maybe I am just pesimistic but until I see that EU countries and US and all others who recognize Kosova open their borders to ordinary Kosovars I don't believe in thier sincere intentions. It's all politics to me. Only time will show. What message will it send to Kosovar people when (perhaps) next year Serbians won't need visas to EU and Kosovars have to wait in lines in front of embassies? I don't know the exact data but can somebody tell me to which countries can Kosovars travel without visas? For me those are the countries that trully recognize Kosovar people as equal and which are not afraid of opening their borders to them. Best regards, |

It seems bery clear that there a strong majority of Anti-Serb posters on this site. It is unfortunate that they seem to have depended souly on single source news. Any person worthy of human level intelligence will certainly consult the information providers from the whole specturm of sources. There are a large number of documented cases that were strictly against Serbian citizens in Croatia, Bosnia and Kosovo during the many post Yugoslavia wars. Though the western powers have continually, and successfully swept many and most of these incidence under the proverbial rug. Within the Knin region of Croatia, over 1/4 of a million ethic serbs were cleaned in the summer of 1995, over a period of 3 days. Very few (roughly 10%) of these peoples have returned. The timeline of the Kosovo's Serbian erractication played out over a few generations, but again, these arguments fall on deaf ears when people are blind to the whole truth. There has been little denail of the facts that there were multiple incidence of ethnic hate-based crimes prior, during and after the wars, from all sides to all sides. The Europen Balkans region has always been and is likelly to continue to be a very volitile ethnically tense region. Much like the world's Jewish population has a special place in their hearts for the world's German population over something that was done some 60 years ago, and no one has blamed the Jews for their right to have such feelings for Germany, and Germans; the world has played a very hipocritical game with Serbia, who was the overwhlemingly largest target of the Croatian Nazi regiem. History, all of it. We look to the future with clind eyes, because today we wish to sweep history under the rug. The violent histories of the world's "power brochere nations" is always ignored. The rest of the world should listen to America, England, France, Germany Russia, all countries that have demonstrated their willingness and desire for greater conquests, empire building, and pure control. Each of these contries is responsible for the destuction of indigeounous peoples the world over, each of these countries is responsible for countless preventable deaths of their own citizens as well as peoples of other nations. These are the countries that the rest of the world tries to immitate. It must be said that, all of us pawns, should be wary of the "truths" that we are told. My cursory view of internaltional news and the truths within have been staggeringly inadequate. There is always some truth, but less than there should be. One reporter alone has much trouble providing a pruely unbiased view. One news source has the same deficiancies. The world reality is that there is very little realitty about it. The reality is, is that nobody cares about Serbia, they only care about Kosovo so long as they can get something from Kosovo. Nobody cares about anybody else if there isn't anything in it for them. The question is what is in it for the rest of the world, moreover Europe, that they anticipate in return from Kosovo? |

My dear bluerose799, What a sand castles you are building here. I don't want to discuss your statement about freeways and free trade. I whish you all the best in achieving those goals. But, it seems to me that you are forgetting something. NATO doesn't need two hours to reach Pristina. They are already there, and they are there to stay. For a long, long time. So, if you think that Albanians would be alowed to rule Kosmet as they want to, then you are dead wrong. Second - and perhaps most dangerous Albanian misapprehension of the current situation, is that the West (US/part of EU) helped Albanian struggle against Serbia and consequently Albanian UDI, for free. If you really think they done that just because they loved you - then you are making a grave mistake. As you know, West doesn't love anyone. All their actions are motivated solely by they interest. So, if they helped you, there must be price to pay. And the price you are going to pay is very, very big and sinister. In 6 months to a year - you'll realise that, in order to "obtain control" over Kosmet - Albanians will be forced to sell their souls to Vatican. One by one. You will be forced to become, as mr. As far as US is concerned, Albanians are just nuisance for them now. They have far more important things to do around the world, then to continue to lose time with you. Within a year, there will be no "Bondsteel" camp, and there will be no American soldiers on the ground in Kosmet. They all will be in Afganistan, Iraq, Iran, Syria and N.Corea. So, you may be under the impression that time works for you, but you are mistakeing. The longer you waiver to face the truth, the bigger price you will pay. |

One more year, and Pristine - Skopje freeway will be operational. One more year, and Durres - Pristine freeway will be operational too. One more year, and Kosovars will sell and buy everything they want, without any interference from outsiders. And if the Serbian will go Mad and Insane, as they did in 90’ies, then NATO with their heavy equipments will be into Pristine, in les then two hours. The time work for Kosovars, but not anymore for the Serbian. Serbia, not Kosova, is the problem in the Balkans. Since Milosevic’s fall, the EU has already provided billions of euros in aid and preferential credits; the U.S. has provided $635 million in assistance. Serbia has pocketed these incentives and provided little in return since 2003. It is time for Washington and Brussels to get smarter. While hoping that Serbia will come to its senses sooner rather than later, both need to plan for a long period in which Belgrade, aligned with Moscow, will try to block NATO and EU expansion in the Balkans. Transitional democracies in Croatia, Macedonia, Albania and Kosova will have to share the Western Balkans with a backward-looking, resentful and ill-spirited Serbia. NATO and the EU should move quickly to welcome as members those countries that are doing the right thing, in the hope that will encourage Serbia to come along. Washington and Brussels should also signal that they are determined not to give Serbia any more freebies. Ambassadors should be recalled for consultations on a new, coordinated EU/U.S. Serbia policy. The still unsigned Stabilization and Association Agreement should be taken off the table. The people, including Serbian security officials, who participated in attacking checkpoints inside Kosova should be brought to trial quickly in a Pristina courtroom, under EU supervision. |

Time to Swallow! For Spanish government, media and main parties (PSOE and PP) the time to swallow is approaching. Spain must swallow the independence of Kosovo, as previously did with the independence of Montenegro and before that of the rest of new states coming into existence since 1989. His opinion is irrelevant. Of the 27 European Union states, Spain sides with the block most opposed to the recognition of Kosovo Independence. This block is also formed by the following states: Greece, Cyprus, Romania and Slovakia. All these states fear that the Kosovo precedent will impact in their domestic affairs. In the Spanish case, of course, politicians and journalists realize that Kosovo's access to independence will mark a precedent: the break up of a State Territorial Integrity , that can be useful for future cases, like Catalan one. But Spain's stand is completely marginal. No one cares about it. That's the reality Spanish politicians and media tend to ignore. They think of themselves to be the World's centerpiece. And frankly, they are not. In fact, they are far away of being the World's centerpiece of something, except, maybe, of corruption. Catalonia's Independence Movement, enthusiastically halted Kosovo accession to Freedom and Independence. Their Liberty approaches our's, even though, our political context differs so much from Kosovo's. Also, it deserves to be mentioned that Kosovo's independence was not happily accepted by a key european actor, such as Mr. Javier Solana (picture). As a Spanish politician, he is squarely opposed to Catalonia's Independence. After Montenegro's episode, where he made his best to prevent the accession to Independence of the former Yugoslavian Republic, his leadership at European level is almost inexistent. For the record. Solana's political mentor was his uncle Salvador de Madariaga. Exiled in London during the Francoist regime, Madariaga once was quoted to say that "Even though Franco's regime is bad, may be it solves in a definitive way the Catalan question". Francoist dictatorship not only banned Catalan Language and Culture, practicing a cultural extermination policy, but also assassinated thousands of Catalan Patriots, including the President of Catalonia, Mr. Lluís Companys in 1940. Mr. Companys was captured by Gestapo in the occupied France, and handed over to Francoist police. He was tortured, and submitted to a fake judicial process, condemned and assassinated by a fire squad in Barcelona's Montjuïch Castle. Mr. Lluís Companys was the only democratically elected President assassinated by Fascist regime. His trial and sentence, has not yet been declared illegal and void. They have a right to choose which country to recognise and have diplomatic relations with and who not to and the fact is that Kosovo has been founded on an extremely dodgy legal basis. The Czech Republic and Slovakia don't recognise Lichtenstein which has been a "country" far longer than Kosovo has. | |

Farewell Kosovo. Hello Kosova. While the world community was moving toward the democracy (events in 90’ies), only two nations tried to turn the “Wheel of History Backward”. Those two nations were Serbia and Iraq. The explanation for their actions has only two words, Madness and Insanity. From this disease suffered Germans during the Nazis and the result is very well known. Damages to their neighbors and destruction to their self. All of these three nations arrived at this point, after the governments succeeded in brainwashing their Nation’s People. There is a parallel between Geman Nazis actions against Jews, and Serbian (Serbo-Centrist and Serbo-Chauvinists) actions against Croatia, Bosnia and Kosova. Nazi anti-Semitic propaganda was an important factor - perhaps even the key psychological factor - in convincing the perpetrators that they were doing something "good" for German society by killing Jews. They are unable to change course, unable to produce positive results, and they are going to be in trouble ... Serbia has a terrible record of protecting the rights of minorities, this is well known. The day when Serbs will be able to visit Srebrenica in Bosnia, or Kosova with their kids just as Germans visit today Auschwitz, only then peace will come in this troubled region and the Serbian nation will move forward. |

To Strav Stop using silly arguments: The UN Charter, chapter VII, sanctions use of force of a country against its own citizens-(which Serbia did) Serbia abolished the autonomy of 1974 against its own constitution. Serbia made the last constitutional changes (after 2000) against its own laws. Which Helsinki act stopped Bangladesh from getting it's independence. All their slav cousins could not live with them. And don't come back to me with that - you stole serbian land crap - that you have been fed with by your academy of science. Why in the world would Albanians live with them after all the crimes committed upon them in the past 100 years. There is no way that they will. NEVER - EVER. Get that! |

Serbs talk about resolution 1244, international law, sovereignty and they keep going on, I say OOO my GOD. Since when have you people ever, ever respected international law, since when have you ever respected any other opinion then your own, since when have you ever cooperated in catching the war criminals who have committed crimes against humanity, against human values…..the list can go on. I bet not even a small percentage know the real meaning of a resolution…. Spain will recognize together with Cyprus and Greece in time, when time is ready, Spain is definitely no allied of Serbia, if Greece is to some point, but even Greece has noticed that the real destabilizing factor of the Balkans is Serbia and has always been. So for the love of God and for the sake of the truth, civilize your selves, have your politicians stand up at the general assembly in New York and use that opportunity to apologize to the Albanian people for the rape, murder and plunder under a time of a century and then try to help the population of Kosovo to build up the new democratic nation, not because you are in any way more civilized or better in any way, but because you owe the Kosovo community at least that much. I fail to see what the fuss is about, very shortly we will see them with their tails between their legs signing the SAA and recognising Kosova and quite probably pissing off Russia in the interim as it realises it's foot's not quite in the door and feeling it has been had by their fickle cousins in the Balkans. It would be hard to prove a UDI is an illegal act as there are many countries who historically started out with this framework to become independent nations, therefore it is not a precedent in any way, so Mr Jeremic is leading Serbia down a merry path as he won't consider suing individual states as that would damage EU relations with the EU states that have recognised Kosova and looks like all he will find at the end of the road is a big sign saying catch 22, in other words he is dammed is he does and dammed if he doesn't. |

To Rosebud Democracy has nothing to do with this, but theft has everything to do with this. Too bad if your sick and tired of the truth. The Helsinki act in itself guarantees the borders of Serbia, so having said that any UDI IS ILLEGAL. How difficult is that to understand. If you cannot get an agreement out of Serbia, then their is no legitimate deal. Unilateral declerations don't count. If they did, then it wouldn't be so imperitive to have Spains vote, now would it. |

| The point is that Serbs touched at the very basis of International Law by killing and raping their own people (at least legally their own people). You can't expect receive proper treat from those who are ruled by the law, precisely that law you breached. There's a hierarchy in International Law, human rights are above all. | |

Spain won’t do to the Basque People, what Serbians did to Kosovars and are determined to do it again. Yugoslavia was not Serbia. Serbia is not Yugoslavia. (1974) - Constitution of the Socialist Federal Republic of Yugoslavia. The New Yugoslav Constitution in 1974 gave to Kosova the autonomy from Serbia. “Following serious rioting by Kosovars in 1968 (and with the Soviet invasion of Czechoslovakia pushing Albania and Yugoslavia toward greater cooperation), Tito increased federal funding to Kosova. In 1974, a new Yugoslav constitution gave the Kosovo provincial assembly the right to elect its own representatives to the Chamber of Republics and Provinces of the Yugoslav federal legislature”. All 6 Republics of the Federate of Yugoslavia recognized this new Status of Kosova. http://www.hartford-hwp.com/archives/62/094.html On July 5, 1990, the Serbian parliament (Illegally and Unilaterally) abolished Kosova's political autonomy and dissolved its provincial assembly and government. The only Albanian-language daily newspaper, Rilindja, was banned, as were all TV and radio broadcasts in Albanian. Kosovars have the right to live free and independent in their land where they are born, generation after generation, live and will die. @ Strav I am so sick and tired of this "UDI is illegitimate" nonsense. Show me one international law that prohibits such a thing and then another one that prohibits the recognition of the DI by other countries. This argument which is being used over and over again is very stupid. Do check the history of Bangladesh and its UDI, morons. Kosovo is gone. Spain will not recognize because it is not a true democracy. Why else would they wait. To most of the countries within EU, which did not recognized yet, applies the "He who is free of sins shall through a stone". |

Everybody is talking about "Reality". But anybody who talks about "reality" must know that "reality" is not permanent but ever-changing category! Let me just remind you - back in 1939. Hitler was "reality". Also, Vietnam was "reality" in 1968! Even Yugoslavia was REALITY back in 1990! Albanian UDI is reality NOW! But, who knows what would be reality in 10 or 20 or 30 years? |

Spain, along with Romania and Cyprus have said on several occasions that they will never recognize the unilateral breaking away of Kosovo from Serbia. Spanish Foreign Minister, Moratinos explained, that act does not respect the principles of international law. "This is an illegal and invalid act of secession which violates the Helsinki Final Act and the UN Security Council Resolution 1244 which guaranteed Serbia's sovereignty and territorial integrity" THANK YOU SPAIN!!! |

To alex and Strav, The world Reality is what you have missed. Your comments remind me of Milosevic. Myths and deceptions are serbia's never ending mist. The author of this article does not give does not give a damn about serbia but rather emphasizes the importance of regaining the power of Spain the Continent of Europe and its diplomatic measures. This is an excellent article. As I recall this author wrote another editorial quiet different from this one. No one cares about Serbia! Spain will recognize Independence of Kosova in a very near future, probably right after elections or even before. |

| I hope Spain will not recognize independence of Kosovo, and stay on the side of the nations that respect the international law. After Bosnia, Iraq etc. Kosovo will turn out to be another failure of the US, UK, and other "leaders within the EU". The Kosovo problem started with fabricated genocide lies of these "leaders", and the propaganda in being continued through the articles like this one. Had the "leaders" said clearly to the Albanian minority that they will not be allowed to break the international and separate from Serbia a part of its territory without its consent, the Kosovo problem would be solved - with Albanians having complete autonomy in governing Kosovo within the Serbian borders. But then, the leaders would have hard time explaining the atrocities committed during the NATO bombing of Serbia. I am glad the author of this article realizes the problem that Kosovo Albanians face with Spain and other countries like it standing strongly on the side of the law. | |

| First of all, Kosovgo is not protected by the EU under the Ahtisaari plan. Secondly a UDI is illegal, why should Spain endorse the illegitimate. Thirdly, the UN have overall responsibility under Resolution 1244, not the failed Ahtisaari plan which hasn't been endorsed by the UN. This is the true reality.
