Kosovo: UNMIK starts reconfiguration

Kosovo newspapers report that UNMIK chief, Lamberto Zannier, announced yesterday after meeting Kosovo President Fatmir Sejdiu that UNMIK has received the green light from New York to start its reconfiguration.
 
“Reconfiguration will result in a significant reduction of UNMIK, change of role in harmony with the new reality and the new actors that will be engaged in Kosovo,” Zëri quotes Zannier saying. SRSG added that UNMIK will, however, still retain part of responsibilities it has.

Koha Ditore highlights Zannier’s quote that reconfiguration of UNMIK “starts today” and writes that Zannier has explained to President Sejdiu that the reconfiguration process is set to be completed by the end of October.

According to Express, Ban has given the approval for downsizing UNMIK which at the end of October will continue to keep only 20 per cent of its structure. In this plan, UNMIK Police will not undergo any reduction until the reconfiguration ends in October. 

President Sejdiu on his part welcomed the new arrangement of the international presence in Kosovo but he also said he will need more clarifications on the reconfiguration process. He, however, reiterated that Kosovo will continue to cooperate with all international mechanisms.

Howevever, western diplomatic sources told the paper that the UN Secretary-General Ban Ki-moon has made additional concessions to Russia in his latest instructions for reconfiguration of UNMIK. According to these sources, new SRSG will have more competencies than originally planned and that he will still enjoy the power to approve regulations and executive decisions which, says the paper, would be in contradiction to the new Constitution of Kosovo.

Another point that deserves more discussion is the SRSG’s capacity to talk to Serbian authorities and act as facilitator in these talks.

In the meantime, international diplomatic sources from New York reveal that President of Serbia, Boris Tadic, sent a confidential letter to UN Secretary-General Ban Ki-moon, the paper reads. 

The source say that the letter says that the stability in the region is put to risk with the declaration of independence of Kosovo, while regarding the international presence in Kosovo President of Serbia’s stance is that international presence should be only what was aloud in accordance with the UN Security Council resolution 1244.

According to Tadic, it could only take place in two ways and that is if the parties involved [Kosovo and Serbia] agree, while the second possibility is if the UN Security Council decides to reorganize international presence, both these requests were articulated by Moscow and Belgrade over the last days, the paper reads.

It took France troops, more than 9 years silence and complicity with Serbia to create, the very dangerous situation in the North Mitrovica that NATO and EU is facing now.
There is no solution in Kosova. There are only two options.
Send back France troops home and solve north Mitrovica problem, or give back Kosova to Serbia and face new challenges in the Balkans.
