The american expert on the Balkans, Daniel P. Serwer, during an interview for Voice of America  stated that "it is clear that Serbia is disallowing the participation of Serbs in Kosovo institutions, because their program is to divide Kosovo."

"The path to avoid this scenario is to make pressure against Serbia," said the American expert.

Serwer stated that "it should be understood that Kosovo is now independent and under the governance of Prishtina."

"On the other hand I understand that if one intervenes energentically and if it fails the situation will worsen, and therefore the assistance of the European Union and UNMIK is needed to extend the authority of Prishtina in those areas, and the objective should be not to allow the division of Kosovo, " concluded Serwer.
