Kosovo government optimistic on donors' conference PDF Print E-mail
Tuesday, 08 July 2008
ImageThe government of the Republic of Kosovo will present 588 projects to the international donors on Friday in Brussels with “reasonable hope” that these significant projects will be supported financially.

The proposed projects were selected by a group of experts on economic development out of 3,883 initial projects suggested by Kosovo municipalities. The financial funding for these projects is expected to be around 1.4 billion Euros during the next four years.

"The requested amount is the minimum we need to move forwards to prosperity, however, we wanted to be realistic and we believe that we will receive this amount. Although this money amount will not resolve all issues, at least it will help us overcome the current situation," said the Minister of Economy and Finance, Ahmet Shala, during a press conference.

According to him, "the proposed projects cover only a part of the time frame of Kosovo economic development process, but they also make up the basic document for the donors explaining the priorities of the government."

As an encouragement that this funding will be secured from the donors’ conference, Minister Shala mentions capital investments that the government has done up to June which amount to 215 million Euros and the removal of budget surplus.

“The main argument is that the government has taken the necessary steps to overcome challenges in executing the budget. Although the budget this year has been approved with a two month delay, it surpassed last year’s same period capital investment by 100%, whereas operative expenditure has been cut by 47%. We believe that the surplus by the end of the year will be at a minimum, which has been a concern for donors,” said Shala. He also expressed optimism that all the projects financed by the donors will be led by the Kosovo Government.

At the donors’ conference which will be led by the European Commission, are invited only the countries that expressed readiness and guarantee that they are interested to help in considerable amounts. Invited are the EU, World Bank, European Investment Bank, European Development Bank, Islamic Development Bank, Japan, Canada, Turkey and other members of the Organization of Islamic Conference.

Priority areas of the Kosovo Government are split into four. The first one is economic growth which includes infrastructure, education, agriculture, financial sector, and fiscal policies.

In the second area are status implementation projects which include decentralization, security, creation of new institutions and minority issues, whereas the third one includes good governance, reform of public administration, fight of corruption and improvement in capital spending execution.

The fourth area deals with social policies where pensions and other transfers and healthcare are included.

Sebaneau, by refusing foreign aid, Kosova will distance it self from its allays, and therfore make Kosova look as an unattractive business proposition, which it is not. Kosova is a very attractive country to do business in; we have the workforce willing to work, we have the natural resources, we have the friendship of some very large countries, which make it a safe country to invest in.

Every country, including Singapore, is a unique situation, and therefore each country has to react differently to different propositions. We, Kosova, have actively seeked this aid, for reasons to help us become a self sufficient country, which we once were.

The Slavic Socialism enabled Serbia, under the Milosevic regime, to rise to power on a platform of anti-Albanian racism, to brutally occupy Kosova for ten years.
Serbia's military, paramilitary and police forces killed over 12,000 unarmed civilians, raped approximately 20,000 women, kidnapped over 3,000 people, a considerable number of whom are still missing, destroyed or damaged over 119,855 houses and seriously damaged the economy of KOSOVA. Serb forces have forcibly expelled near 1,000,000 Albanian Kosovars from KOSOVA, not counting 500,000 Internally Displaced used as human shield by Serbian troops, and more. The Kosovar’s assets, money, properties, schools, livestock, agriculture equipments, etc., were stolen and/or destroyed systematically, by Serbian Nation. Their plan aimed to wipe out Kosovars from their land and replace them with at least 1,000,000 Serbian. Serbia with these barbarian, malicious and unprecedented acts, turned Kosova Back to the Stone Age. To get Back on Their Feet and Start moving forward, Kosova initially needs an Economical Bust.
The only thing I cannot comprehend is:
Why EU is not asking Serbia to pay back for what they did to Kosova and Kosovars?
How Serbia can join EU, without a verbal and material apology to Kosova and Kosovar People?
There is “No Peace Without Justice”.
