According to information NKR has obtained from diplomats in Brussels, there is a
lot of discussion about the "undiplomatic" decision of the EU Foreign Policy
Chief, Javier Solana, to accept the six-point plan.
The same sources say that Spanish diplomats from Madrid who have been discreetly
lobbying against Kosovo independence also have been in regular contact with
Belgrade regarding the six-point plan. The six-point plan is seen as the last
diplomatic attempt to attack the sovereignty of the Republic of Kosovo through
reinforcement of the defunct resolution 1244 and ultimately blame Kosovars for
not accepting the plan.
Spanish diplomacy has been involved in framing legal justifications against Kosovo independence from the first days after the declaration. Brussels’ agreement to the Serb demands and the revelation of the fact by the French EU official Pierre Mirel caught Brussels by surprise and strong denials were voice by Christina Gallach, Javier Solana’s spokesperson. "Right now it is the Albanians from Kosovo who are making problems with the EULEX’s deployment. They are still refusing to accept the reconfiguration of UNMIK,” was quoted Spanish Foreign Minister Miguel Anhel Moratinos commenting Prishtina’s refusal to accept the Serb plan, adding of his satisfaction that this plan is going through with the approval of Belgrade and UN. The plan initially was drafted by Slobodan Samardzic, former Serbia minister of so called 'Kosovo-Metohija Ministry' in close discussion with his boss Vojislav Kostunica and Serb President Boris Tadic as the last resource to attack Kosovo sovereignty by partitioning the territory, blackmailing the newly born country and turning it into a failed state with no proper territorial integrity and no economy. The secret plan was heralded by the Serb leaders back then but said that its details would become apparent with time. Samardzic then presented that plan in a letter to Ban Ki-moon in May before the Republic of Kosovo Constitution went into effect on June 15. In the meantime, Serbia plans to continue the diplomatic maneuvers based on the claim that Kosovo is still part of Serbia according to UN Resolution 1244, although Kosovo is mentioned only in the framework of Yugoslavia in the preamble of the resolution, which does not have legal significance. Skeptic European diplomats who vehemently opposed the six-point plan stressed that it is more like "when Milosevic revoked Kosovo's Constitutional order in 1989," but this time through Solana who has been tainted by the Spanish national diplomatic pressure put on him. European diplomat Solana is a close friend of the Spanish Prime Minister, who has been using harsh rhetoric during his speeches against Kosovo independence. NKR has also been in contact with influential Spanish diplomats in Madrid who have also confirmed the secret involvement of Spain and Javier Solana with Belgrade during these discussions. During the secret talks between Belgrade and Madrid from April through August of 2008, Solana is believed to have participated directly in these meetings through Spanish Foreign Minister Miguel Anhel Moratinos. According to the Brussels diplomat, "Javier Solana during his internal meetings has expressed his sorrow for Serbia’s losses, worrying some diplomats and dubbing Solana's acts as a very undiplomatic and a plainly dangerous move that poses serious threat to the security and prosperity of Europe and the Balkans." When former Serbia President Slobodan Milosevic revoked Kosovo's constitutional order in 1989, massive demonstrations occurred in Kosovo, followed by the dissolution of Yugoslavia. During the Kosovo war in 1999, over 13,000 were killed or are still missing, 39,000 were wounded, some 25,000 women were raped and more than 1,000,000 Kosovar Albanians were ethnically cleansed or became homeless on orders from Belgrade.
The Republic of Kosovo is a sovereign country located in Southeastern Europe, which declared independence on February 17, 2008. Its independence has been recognized by 52 nations so far, 3/4 of EU countries, the US, Canada, Japan, Australia, Turkey, Malaysia, United Emirates and others.

It is really discusting to know that people like you were sent to Kosovo to protect minorities and ensure peace and tolerance. You are a shame to your country or maybe they chose you for this mission because you hated Serbs enough. |

... I really don’t understand why Spain is so active against the independence of Kosovo. Yes, they have their internal problems, but don’t forget that Kosovo case is sui generis and 22 EU countries have recognized the independency of Kosovo. Even Greece, which is traditionally recognized as close ally to Serbia has announced that they will recognize independency soon. Spain should stay in line with its partners from EU, recognize Kosovo’s’ independency and keep the low profile with the whole issue. Kosovo independency is a reality, it was not done unilaterally as some proclaim, but in a close coordination with international community, primarily EU and USA. Kosovo statehood is based on the proposal of Finish President Ahtisaari, which foresees very high competencies for the Kosovo Serbs, who compose only 5 % of the Kosovo population. But people of Kosovo and its political leadership have once again shown their readiness to move the processes forward and stabilize this part of Balkans. It is Serbia the one that is strongly engaged in doing the opposite. If EU does is not able to see this then it risks to waste all the efforts to bring peace and stability reached through all this years. |
