The six point Belgrade-UN plan under which the EU's police and justice mission in Kosovo would extend its reach into Serb-dominated northern Kosovo in return for as yet undisclosed concessions could lead the de facto ‘soft partition' of Kosovo permanent, a leading voice on Kosovo in the European Parliament has warned.
Joost Lagendijk, a European Parliament member who has followed Kosovo
developments throughout the years told European Voice that he feared
that the UN plan could make permanent the current political and
administrative divisions in Kosovo. To prevent that, Lagendijk said,
the European Parliament should be prepared to use its powers over the
EU budget, from which EULEX is funded, if the EU mission began to apply
two sets of law in Kosovo or to follow two separate chains of command.
Lagendijk said that it was in the Serbs' interest to have EULEX operate in the north since EULEX would investigate cases that the Kosovar authorities have shied away from because of their sensitive nature. This especially concerns property issues, organized crime and war crimes committed against ethnic Serbs.
Diplomats stressed that the EULEX deployment would unfold independently of any decisions taken at the UN and that the mission's mandate was not in question. They acknowledged, however, that EULEX will shy away from deploying in northern Kosovo where Serb mobs incited by Belgrade and extremist local leaders have reacted violently before and have said that they will not accept EULEX in any form.
According to Brussels sources of Serbian daily Dnevnik, EULEX will be operational in Kosovo by December 2.
Another voice supporting the Kosovo government position is Albert Rohan, the Austrian diplomat that assisted President Ahtisaari in the talks on Kosovo status.
Rohan says "it is important for EULEX to deploy in the whole of Kosovo because this is one of the ways to implement the Ahtisaari Plan. Secondly, it is absolutely legitimate for the Kosovo government to oppose everything that is against the Constitution of Kosovo or that which created a sort of administrative division inside Kosovo, which is in contravention with the Ahtisaari Plan and the Constitution.
Commenting on Serb conditions made to the EU for a neutral EULEX, Rohan says: "EULEX is a creature of the Ahtisaari Plan. Without the Ahtisaari Plan, we would not have EULEX. So it's a contradiction to deploy EULEX and say that it has nothing to do with the Ahtisaari Plan. Of course it does. It is a very important piece of our proposal.”
French Foreign Minister Bernard Kouchner said that there are no Serb pre-conditions; however in a recent interview by Serb President Boris Tadic laid them out as a success of Serbia. When asked to comment on the effect to these conditions on the EU, Tadic expressed his belief that Serbia will join the EU with “Kosovo and Metohija” as an integral par.
Director of the US Institute for Peace (USIP) based in Washington DC Daniel Server said that the conditions for the deployment of EULEX in Kosovo represent the basis for the division of Kosovo.
"Serb proposal is not status-neutral, but tries to create a basis for the division of Kosovo and the further limitation of Prishtina's sovereignty," said Server. He added that the European Union and the United State s should not make extra pressure against Prishtina to accept Serb conditions for the deployment of EULEX.
One of the requests of the Kosovo authorities on the talks with Quint countries has been a confirmation of the guarantee of the territorial integrity of Kosovo by the Quint.

And the apparent inability of Serb/Alb insititutions to govern without endemic corruption and poisonous nationalism led you to be in this mess in the first place. So, yes Rosebud, I agree with you and I think the EU should f*** off and leave you guys to it. As I said before both sides will just sink into a morass of ethnic infighting and corruption and as before when one side or the other thinks it's time, you'll start slaughtering the innocents again on both sides and trying to blame it on some 1000 year old territorial claim. As for holding up the Palestinians as an example of reasoned governance? Please! EU nation soldiers in Iraq? actually there are a great many but please don't think that I'm a fan of the EU but I feel very strongly now that my country is part of that organisation and my taxes go towards it that the money shouldn't be wasted on placating various groups of undeveloped peasants in their local squabbles. It should instead remain inside the EU. It's nothing to do with being pro serb or pro alb just anti the the waste of my tax money on a region that's been destroying itself for centuries with no discernible benefit to anywhere else. If you were to have another war and buy munitions from EU countries muniton factories, well then I could see the benefit and would of course cheer all sides on if they were beneifting my country by purchasing our arms and weapons systems... So please, either do something that is of benefit to the rest of us who are subsidising you or stop whining... Over to you Rosebud :) |

The powerplants are still not fixed but the french company was saved from the bankruptcy. Due to the Aclatel deal, which was forced upon us, Kosovar cell phone users pay up to 10 milion euros monthly to Monaco. We still can not have our own calling codes and pay EU to use their numbers. Roads and bridges were all repaired and maintained by Italian and French companies. Island controls the Airport and PTK was managed by Norvegians or Austrians who got payed more the Blair and Schroeder all together. RTK got a donation of 12 milion from Japan under the condition that the equipment must be either sony or panasonic. This were just few of the examples, google for Joe Trutchler, his story was one of the many. The Kosovo cake was split, between the EU, way before the first bomb even hit the soil of Serbia. Why do you think there are hardly any EU soldiers in Irak?. They did not get any contracted jobs from the US. What happened in Kosovo was just another "white-man" colonial style "help and governance". And yes, people like you should leave and never come back. |

In for of salaries for the internationals or for various other services provided to rebuild the country. Do some research and shut the f..k up. There were 120.000 destroyed houses in Kosovo. 12.000 were rebuild by the EU. Those are their own figures. I could go on with figures, but you do noseem worth it. |

We can then take our troops and our money home to the various EU countries that have contributed their people and resources to this mess and allow Mr. Kurti and his lunatics to carry on. I believe that the hateful psychopaths of Serbia should also be allowed to govern themselves without the opportunity to stone/shoot and bomb those soldiers and polce officers who are currently serving there. I agree utterly that they should be permitted to welcome the Russians into their country after all, the Russian model of overseas "Internationalism" is well documented. In fact leave the whole area alone and let them bomb and shoot each other to their hearts content. Then they can form their own bigoted and corrupt little institutions without the benefit of western money which appears to be so hateful to all involved factions. I imagine it won't take too long before they're screaming loudly on both sides for EU money and assistance and whining that the west has let them down. I don't see that any part of the Balkan conflict is worth a single western life or a single Euro. Whatever aid is given is received with bad grace and complaints, fine let's stop wasting our money there. Our assistance and presence is clearly not welcomed by anyone, why don't we just go home and keep these people outside our borders? |

... "friends" and "partners" do not try to fool you into deals which are against what you stand for. Kosovo needs new and true partners. EU has lost a lot in the international diplomacy playgroung with its latest moves regarding Kosovo. Can you imagine Palestinians, Israelis or any other nation wanting to have EU as a mediator and a guarantee for the reached agreements. EU has just proved to be nothing more then a very loose economical alliance. It is time for a change. It is time for a new additional europe. One withought Spain, Greece, Slovakia and the like who only know the word democracy and humanity. It is time for a new NATO and I hope Obama will make sure this will happen, because EU will not be able to change itself from within. Kosovo stand firm on your NO. |
