The European Commission Liaison Office announced the completion of relay protection and control system replacement in the electrical transmission substation Prishtina 4 and the replacement of relay protection in Kosovo B substation.
The protection system in the substations was old and unreliable therefore the replacement with new high-speed technology was critical to assure the secure operation of transmission of electricity.
This EU funded project worth €2.1m aims to create a viable and financially self-sustaining energy sector that is a functioning participant in the Energy Community of South East Europe. The main beneficiary of the project is the Kosovo Transmission System and Market Operator. The project results will be increased stability of the transmission network, improved security in operation of the high voltage equipment and overhead lines up to the level of European technical standards, and improved
reliability of electricity supply for the customers.
The two substations are very important for the transmission network. The new protection system is capable of detecting all faults and issuing commands to the associated circuit breakers within a short period of time. The system offers the highest level of security against incorrect operation or during disturbances or temporary overload conditions from which the power system should recover.
As a signatory of the Energy Community Treaty, Kosovo is required to implement European technical standards for operation of electricity transmission networks. The standards include the UCTE requirements (Union for Coordination for Transmission
of Electricity), which aim at increasing the operations security and reliability of transmission network.
Since 2000, the European Commission has allocated over €32 million for increasing the security and reliability of Kosovo electricity networks, for reducing losses and for improving the quality of electricity supply. Funded under IPA program, the construction of a new transmission substation in Ferizaj will start in 2009 and further technical assistance will be provided to increase the technical and operational skills in KOSTT.
