Political parties and influential NGO-s in a statement issued yesterday, requested that the Parliament of the Republic of Kosovo as the sovereign decision-maker, to regulate the presence of the EULEX in Kosovo. EULEX, a self-claimed monitoring group, invited by the President of Kosovo to assist in the rule of law, police and custom, recently has began to misuse its presence in Kosovo by abusing its monitoring obligations and rather attempting to mingle into other affairs, clearly violating its presence in the country.
Majority of the political parties, citizens other NGOs are expressing their dissatisfaction with the recent behavior of EULEX such as the attempt to sign illegal protocols without mandate. According to the Constitution of the Republic o Kosovo, the Parliament has the mandate to cancel or end or limit the monitoring mission of EULEX if it violates the young nation's constitution.
EULEX has been maintaining a rather ambiguous stance in explaining its presence in Kosovo.
The former Prime Minister of Kosovo, Agim Ceku, in a statement issued yesterday, speaking of the recent scandal with EULEX's desire to asign a protocol, ignoring Kosovo, said that "EULEX is clearly violating the Constitution of the Republic of Kosovo and certainly abusing its presence at Kosovo's expense".
Ceku added that "the Parliament of Kosovo and the Government should have a clear position towards EULEX. Demand a timetable for their departure, a timetable for the departure of the civilian international presence in Kosovo."
Meanwhile, Justice Party in their statement said that "Kosovo does not need a monitoring institution that does not respect its host's laws and rules."
EULEX's provocations with the recent decision to sign a protocol violating Kosovo's Constitution have sparked a volatile political and social climate in Kosovo. Incidently, many times, when foreign civilian presence attempted to ignore Kosovo, violence, political and ethnic riots sparked.
Today, approximately 25 EULEX cars were thrown upside down today by activists of Lëvizjes VETËVENDOSJE! - Self Determination. In their official statement, the Self-Determination Movement said:
"This action opposed the presence of EULEX in Kosovo and all its activities in and for our country, including the protocol which EULEX is going to sign with Serbia, for cooperation with the criminal police of Serbian criminal state. It is not just about the Protocol. The expected Protocol is just the latest symptom. EULEX is the sickness. EULEX calls upon the rule of law, but its members, together with their families, are immune from the law; EULEX calls upon supporting Kosovo’s institutions to which it doesn’t give any account, and has executive power over them!"
"EULEX is deepening its cooperation with Serbia, at Kosova’s expense. The latest step in this direction is the police Protocol EULEX-Serbia. In this protocol, the Kosova-Serbia border is called the ‘administrative boundary’ and not an international border. This is not even neutrality – this is what Serbia calls our border. Therefore, as EULEX was produced by Serbia, their jeeps, with EULEX registration plates, are in reality black jeeps with the plates 000 BG, which today, we threw upside down. Just as the political system which EULEX is maintaining in Kosova should be turned upside down."
The Kosovo Police, including the Special Police units, intervened during today’s action, when 21 activists of the Movement were arrested. Several were reported severly injured during the arrest.
