EU-funded project enhances capacities of Kosovo Ministry of Internal Affairs

Yesterday in Prishtina a closing event was held to officially mark the end of the EU-funded Further Support to the Republic of Kosovo Ministry of Internal Affairs (MIA) project, aimed at increasing the institutional capacity of the Ministry and the Kosovo Police.
 
The €1 million project, which started in May 2008, supported the strengthening of internal security and public order, furthermore guaranteeing space for freedom, security and justice for all citizens of Kosovo, in accordance with EU standards and best practices.
 
With the support received through the project, the MIA has improved administrative routines and its managerial system. The legal department has been strengthened, with improved knowledge of public international law, as well as better legal drafting skills. Its new organizational structure is in accordance with the EU standards.

As part of this project, nearly 200 Kosovo police staff received training in law drafting and organised crime, financial crime investigation, forensics and securing of evidence, operational matters and English language.

The Ministry directors are now better equipped to monitor the performance of the Ministry staff. In addition, one of the major deliverables is that the Ministry is prepared to adopt the Standard System for correlating issues strictly related to human rights, community and minority involvement.

The EC Liaison Office continues supporting the Ministry of Internal Affairs in its efforts to ensure security and order with projects supporting effective border management through the implementation of the Integrated Border Management (IBM) policies, the handling of migration, asylum and reintegration issues, the improvement of education in the public safety and security sectors and the improvement of the functionality of the civil registry.

The "Further Support to Ministry of Internal Affairs" project was comprised of four components, 27 areas and 90 distinct activities.

As part of the project, 695 participants were sent in 48 training events, with 119 days of training in Kosovo, FYR of Macedonia, Albania, the UK and Austria.
 
Two large visible events were organised as part of the project, a Law Conference and a Security Policy Round Table.

Besides expert mission comprehensive reports, several policy papers were developed such as:

  • Personnel Management Manual for MIA
  • Performance Management System for MIA
  • Report on Mission Statement
  • Report of Standard Operating Procedures
  • Creation of newly Office for Coordination and European Integration
  • Fire- fighting and Rescue System in Kosovo
  • Matrix of Standards for MIA
  • Draft Strategy on Organised Crime
  • Security Policy Development Guide
