It is indeed an honour to speak before this respected forum. For more than two decades now, the political and economic fate of the Balkans has been closely tied to the efforts of the European Union to stabilize the region and put it on the road to peace, reforms and economic development. Billions of Euros in reconstruction aid and thousands of soldiers, police officers and experts are a testimony to the EU's commitment to the region. Now with the horrible conflicts behind us, it is time for the Balkan region to move closer to the European Union in a political and economic framework. It takes great political courage and wisdom to make the necessary steps to bring about reforms which are sometimes painful and unpopular. But there is no alternative but make the journey towards Europe.

Former UN administrator in Kosovo, the influential European diplomat Soren Jessen-Petersen has declared that European Union has to pressure Serbia to recognize the state of Kosovo as 'a conditional requirment' to integrate in the EU.

Image Following Kosovo's February 17 declaration of independence, world opinion has been divided over the decision of whether to recognize the self-proclaimed 'newborn nation', or declare its existence incompatible with international law. Countries such as the U.S. and Britain have actively sought to achieve the international recognition of Kosovo, while Serbia and its allies still consider the region Serbian territory. Kosovo remains in a state of tension - and conflict is always a possibility.

So far, the Spanish policy towards Kosovo has been subjected to considerations of internal opportunity and policy. But since elections are over, it is the right moment to focus on our foreign policy following the only legitimate objective that must inspire the promotion of stability in the Balkans.

Early parliamentary elections of May 11 in Serbia have been transformed immediately into an international problem. This has happened regularly with all parliamentary, presidential and local elections that have taken place in Serbia since year 2000, when in power in Belgrade came forces considered democratic.
