			<description>Avoidance of risk  implies  the expectation that rewards  will be stolen,  and that the thieves  will not be  called into account.
This is of course a consequence of socialism,  which is based on the premise of slavery to the government.  
The Kosovars  are supposedly much more  enterprising than the Albanians in Albania,  and they have been thriving abroad. 
The problem with Kosovo is that the only way to boost entrepreneurship there is to privatize  the economy  and  ensure that the political decision-makers  are made accountable. 
But this hasn't been in the interest of the international colonialists.  Since there is now  an independent government,   it must press for  the international socialists to relinquish their power to the Kosovar people.  
And that doesn't mean making deals with elected  officials,  but  selling and  giving away  as much &quot;public&quot;  assets  as possible.  - Sebaneau</description>
