Serbia is not Yugoslavia. The New Yugoslav Constitution in 1974 gave to Kosova the autonomy from Serbia. “Following serious rioting by Kosovars in 1968 (and with the Soviet invasion of Czechoslovakia pushing Albania and Yugoslavia toward greater cooperation), Tito increased federal funding to Kosova. In 1974, a new Yugoslav constitution gave the Kosovo provincial assembly the right to elect its own representatives to the Chamber of Republics and Provinces of the Yugoslav federal legislature”.
