The first and foremost being that each country must be able to supply itself with power be it over just the winter or just the summer, before attempting to make such a pakt, and it is clear that neither can at this point in time. The other point is that instead of investing such a huge amount of money on roads, perhaps an alternative would be to invest on the railway systems between the two countries.
